Investment Guidelines

The Ethiopian government has acknowledged the significance of investments in nature and tourism as a socio-economic development tool for poverty reduction and economic recovery. Ongoing economic reforms aim to substantially increase the number of international, regional, and domestic tourists. Nevertheless, tourism remains under-developed due to deficiencies in regional and local-level infrastructure, security concerns, and a lack of awareness.

The EWCA in collaboration with its partners developed an investment Catalogue that presents an overview of the existing opportunities for investment in PAs management, operation, and wildlife tourism in Ethiopia. In addition, it provides guidance and clarity on procedures regarding the development and conservation of Ethiopia’s PAs, which are a mandatory requirement of any investment.

Aim of Investment Guideline

The investment guideline aims, but are not limited to:

  1. Facilitating investment in PAs by the private sector through concession or PPP.
  2. Enhancing the effective management and conservation of PAs through collaboration.
  3. Establishing high-quality tourist infrastructure, facilities, and services within and buffer zones of PAs.
  4. Generating revenues that can be allocated towards the management and sustainable conservation of PAs; and
  5. Promoting sustainable tourism that fosters employment, supports rural communities, and reduces poverty.

  • Tax clearance certificate valid at least at the bid submission date
  • VAT registration certificate
  • Certificate of registration from the Ministry of Works and Urban Development
  • Renewed trade license
  • Other appropriate documentary evidence demonstrating the bidder’s compliance
